According to Izvestia, the Central Bank will expand the tariff corridor for compulsory insurance policies by 15% in both directions for passenger cars and by 40% for motorcycles.
According to Ilya Smirnov, director of the insurance market department of the Bank of Russia, insurers in recent years have been forced to apply the upper rate limits, which has reduced the ability to set prices individually. The new corridor will make the tariff system more flexible.
In addition, the regulator will double the territorial coefficient for regions in the so‑called “red zone” — currently the Republic of Ingushetia and Novosibirsk Oblast. This will, Smirnov said, prevent shifting the risks of these regions onto the whole country.
After the changes take effect, the basic OSAGO rate for passenger cars will be from 1,399 to 8,665 rubles, the Russian Association of Motor Insurers (RSA) clarified. In certain cases, for example for accident‑prone drivers from regions with an increased coefficient, the cost of the policy may increase by up to 2.3 times, noted Alexey Bredikhin, director of the financial institutions ratings group at AKRA.
At the same time, experts estimate that, on average across the country, OSAGO prices will rise only slightly — within the rate of inflation.
