      According to the department, property ownership must be registered in the Unified State Register of Real Estate (EGRN). If there is no entry in the register, then legally the house itself does not exist, and transactions cannot be carried out with it — selling, gifting, leasing, or using it as collateral.

      Failure to register may result in fines and other administrative measures. Moreover, unregistered property is exposed to the risk of fraud.

      The department also emphasized that registering ownership not only protects the owner from fraudulent actions but also provides a number of benefits. A registered owner can claim a tax deduction, receive utility discounts, insure the property, obtain compensation in the event of natural disasters, and participate in state programs, for example, for gasification.

      It is important to note that the absence of registration may lead to the removal of the plot from the cadastral records, which would effectively deprive the owner of rights to the land and the building.
