At the meeting of the Road Safety Commission, the bulk of the issues concerned eliminating accident hotspots on the roads, including reducing the number of traffic accidents involving public transport. As was noted, 12 of the 19 accident concentration sites have been eliminated to date: traffic lights have been installed, speed bumps arranged, etc.
It was noted that the number of intersections with separated pedestrian and vehicular flows needs to be increased. This scheme is already used in Kirov, for example at the intersections of Vorovskogo, Proletarskaya and Militseyskaya streets with Nikitskaya Street. On Moskovskaya Street, from Studenchesky Drive to Solnechnaya Street, the installation of a cable barrier is being considered to prevent vehicles from entering oncoming lanes. As a positive example of such a scheme, commission members cited the Chuvash Republic.
The commission also separately considered the possibility of introducing two-way traffic on Svobody Street from Proletarskaya to Militseyskaya. City manager Vyacheslav Simakov noted that left turns from Lenin Street onto Proletarskaya Street will be prohibited in order to increase the main road’s capacity and reduce the risk of accidents. "To compensate for this measure, Svobody Street will serve as an alternative to Lenin Street for drivers provided that two-way traffic is introduced," Simakov said.
Following the commission, it was also decided to send a request to the Kirov Region Ministry of Transport regarding the installation of cameras that record violations at intersections.
