
In Kirov, a criminal case has been opened after the ceiling collapsed in a building on Zakhvataev Street.
In the condemned building No. 13 on Zakhvataev Street a one-and-a-half-meter chunk of plaster fell on a 65-year-old resident the other day. The man sustained head and leg injuries. In another apartment in the building the attic flooring collapsed, leaving the tenant’s appliances and belongings under the rubble.
The building, home to more than 30 people, has been declared unsafe, but relocation is planned only in four years. Residents complain that in winter heat escapes through holes in the roof and ceiling, mold appears in the apartments, and the electrical wiring is melted and poses a fire hazard. According to residents, the management company does not respond to their complaints.
After media coverage and intervention by the People’s Front, the investigative department of the Investigative Committee of Russia for the Kirov Region opened a criminal case under Part 1 of Article 238 of the Criminal Code of the Russian Federation (provision of services that do not meet safety requirements for consumers’ life and health). Investigators are now establishing all the circumstances of the incident, and the investigation is being monitored.
