
In Loyno, a drunk driver without a license hit three pedestrians: the prosecutor's office uncovered inaction by the police and the local administration.
As reported by the press service of the Kirov Region Prosecutor’s Office, the accident occurred on the evening of September 20. A 40-year-old resident of the Verkhnekamsky District, while intoxicated, ran over three pedestrians. The people sustained traumatic brain injuries; one of the victims was diagnosed with a spinal injury, another with a fractured shoulder. All received medical treatment.
After photos and details of the crash were published, the incident provoked widespread public outcry.
During the investigation it was found that the driver did not have a driver’s license. Moreover, he had previously been prosecuted criminally: in 2007 for causing grievous bodily harm (Art. 111 of the Russian Criminal Code), and in 2023 for theft (Art. 158 of the Russian Criminal Code). He committed both crimes while intoxicated.
The prosecutor’s office established that the local police and the district administration had not carried out individualized preventive work with the man, although it was necessary in his case.
In this connection the prosecutor of the Verkhnekamsky District filed representations with the head of the Verkhnekamsky District Police Department and the head of the municipal district.
The supervisory authority emphasized that work to coordinate the activities of prevention agencies to reduce road accidents in the region will continue.

On the evening of September 20 in the village of Loyno in Verkhnekamsky District a 40-year-old man driving a Nissan hit three people. All the victims sustained serious injuries. A check showed that the driver was drunk, had a prior conviction and did not have a driver's license, but no preventive measures had been taken with him.
