
Kirov Oblast wants to buy a new representative office in Moscow for 270 million.
The Legislative Assembly will consider amendments to the Kirov Oblast draft budget for 2025–2027 in the coming days. They envisage a number of significant expenditures.
Among other things, the explanatory note states that in 2026 the authorities will allocate 270 million rubles to acquire a building for the region’s representative office in Moscow. This will be funded with the money that entered the budget from the sale of the old representative building.
Recall that in May an auction took place in which the region sold the old building for 472 million rubles. However, it later emerged that as early as February the Moscow Department of City Property had filed a claim in arbitration court against the Kirov Oblast government seeking to terminate ownership rights to the abandoned building. For now the court has suspended registration actions concerning the property until September 23, but experts believe it is very likely to revert to Moscow, which means the money (if it was received at all) will most likely have to be returned by Kirov Oblast.
There are also doubts about whether purchasing an entire building is in the region’s best interests. For example, a turnkey 150-square-meter office in a business center on Nikolskaya Street — within walking distance of the Kremlin, with parking and other amenities — can cost around 6 million rubles a year. On the other hand, why spend money on this at all, since during the government’s entire time in office there has been no pressing need for its own real estate in the capital.
