      "Zhelezo" stepped on "Kisti"

      The fact that the company intended to use this plot was no secret — activity at the site began just under a year ago, when Khudozhestvennye Kisti LLC (founder of VOI) was acquired by Zhelezo Finance LLC, owned by Konstantin Gozman (51%) and Yuri Zakharov (49%, who is also the head of Spezstroyshchik "Zhelezo" LLC).

      On November 20, 2024, Zhelezo Finance acquired ownership of the land plot. Small firms, including a veterinary clinic, "Art-Salon", the Milla sewing factory and others were forced to hurriedly vacate their premises.

      On June 4, 2025, the land plot of just over 9.8 thousand square meters was transferred to the special developer "Zhelezo Kirov". Note that the cadastral value of the land is 9.9 million rubles.

      On June 5, 2025, Zhelezo Finance initiated the liquidation process of "Khudkisti".

      Competitors estimate that the probability the company will build housing here is close to 99%. "I'm sure there will be office and residential parts. By my calculations, the building area will be around 20–25 thousand square meters," says a source. According to him, the company intends to build an office for its own needs.

      In April this year Expedition LLC hired an expert from Glazov to carry out a historical and cultural assessment, and at present the developer is demolishing the old structures. Interestingly, both land plots previously belonged to VOI, and it appears the organization received them free of charge. Thus, the site now occupied by the Bulychev residential complex was transferred into the organization's ownership by an order of the Kirov city administration as early as March 2015. The Society of Disabled Persons owned it for less than a year and a half: in August 2016 the land was acquired by Kvartal LLC (co-owner and director Andrey Kochurov, son of one of the well-known local builders and businessmen Sergey Kochurov, company AO "KCHUS").

      In December 2017 Kvartal sold the plot to the special developer "Zhelezo". Three years later the land was purchased by "Zhelezo Kirov".

      VOI's dark story?

      It so happened historically that VOI's activities have been out of the sight of any media investigations all this time. For decades the organization likely received land plots and real estate from the city treasury through such disposals. VOI probably has no other ways to operate, let alone to work with the disabled.

      The other side of the coin is how the received property is disposed of. The example of the "Morozov" Rosa Luxemburg makes it clear: commercial companies may find it profitable to cooperate with the "disabled". After all, for example, they don't have to participate in land auctions; it's probably enough to "sort things out" with the leadership, and no one will make a fuss about the price of the same plots.

      According to the organization's own 2024 activity report, under the item "Other receipts" it received 166.2 million rubles. This is the main income item, without breakdown. Membership and property contributions from VOI members amounted to almost 1.2 million rubles, subsidies from the central office — just over 6.1 million rubles. In total, receipts for 2024 amounted to 174.9 million rubles.

      For interest: expenses on events did not exceed 4.5 million rubles; spending on employment of the disabled was less than a million — 881 thousand rubles; the payroll fund was slightly over 5 million rubles; and the organization spent a little over 3.6 million rubles on administrative and household needs.

      The most costly item, "other expenses", nearly reached 8 million and stood at 7.8 million rubles. Thus, according to the published information for 2024, the organization spent 21.9 million rubles.

      The figures published by the organization differ slightly from the balance data available on services such as Rusprofile.ru.

      For some reason VOI did not deem it necessary to publish information on asset management, except perhaps for the "Achievements" section, from which one can learn, in particular, that last year "... two local organizations had problems with office premises, the chair of the KOO VOI was able to obtain attention from municipal authorities to this problem, and the issue was resolved positively."

Developer "Zhelezno" will build another residential complex with office space on the site of the "Brush Factory". Previously these lands belonged to the Kirov regional organization of the All-Russian Society of Disabled People (VOI).
