From September 2025, Russia will introduce mandatory identification of calls from companies and individual entrepreneurs.
As of September 1, 2025, a rule will take effect in Russia requiring that all calls from numbers registered to companies and individual entrepreneurs be labeled. This change is aimed at increasing the transparency of business communications and protecting citizens from telephone fraud.
After labeling is introduced, the caller’s screen will display not only the number but also the company name or individual entrepreneur’s name, as well as the call category, for example “banking services” or “advertising.” This data is transmitted via telecom operators that have agreements with the businesses.
To comply with the new requirements, companies and entrepreneurs must provide operators with information about their organization: official name, tax identification number (INN), a list of phone numbers and a contact email address for number management. It is also recommended to verify that customers have given consent to calls and SMS, and then conduct test calls to ensure the information is displayed correctly.
Noncompliance with the labeling rules is not directly punished by fines; however, calls without identification may be marked as spam, which reduces customer trust and the effectiveness of communication. Violations related to calling without subscribers’ consent may result in fines: for individual entrepreneurs and executives — from 20,000 to 100,000 rubles, for small businesses — up to 500,000 rubles, and for medium and large businesses — up to 1,000,000 rubles.
The introduction of mandatory labeling is intended to make calls from company numbers more transparent and safer for citizens, and for businesses — to improve reputation and increase customer trust.
