The Bank of Russia published for public discussion a draft that provides for changing the procedure for determining the territorial coefficient (TC). The regulator proposes to increase the TC to twice the base value if a region has a prolonged high risk of dishonest actions in OSAGO. In addition, the Bank of Russia will update the base TC value for a number of regions taking into account the current loss ratios of OSAGO. The document also widens the tariff corridor in both directions: by 40% for motorcycles and by 15% for all other categories. As noted on the regulator's website, "the revision of the limits is necessary to maintain fair pricing amid rising spare parts costs and increases in OSAGO payouts." As for the update of the base territorial coefficient value, according to the results of monitoring of regional risks of dishonest actions in OSAGO as of July 1, 2025, provided by the Central Bank, two regions fell into the "red zone": Novosibirsk Oblast and the Republic of Ingushetia. Very close to the "red zone" — with a risk level of 3.0–4.5 points — are Chelyabinsk Oblast, Smolensk Oblast and Ulyanovsk Oblast; Khabarovsk Krai, Kamchatka Krai and Primorsky Krai; the Chechen Republic and the Republic of Dagestan; Tatarstan; and North Ossetia–Alania. As for Kirov Oblast, our region is in the "green zone" with a total risk of dishonest actions in OSAGO of 0.0 points. The average payout for insurance claims covered by OSAGO in our region is 89 thousand rubles. In total, three regions in the Volga Federal District are in the "yellow zone": Tatarstan with a total risk of dishonest actions in OSAGO of 3.0 points, Ulyanovsk Oblast with this indicator at 4.0 points, and the Republic of Mari El — 2.0 points. Note that, according to the document submitted by the Bank of Russia, the Central Bank proposes to set the minimum base insurance tariff rate for vehicles in categories "B" and "BE" for individuals using vehicles for household and family needs at 1,399 rubles. The maximum rate is 8,665 rubles.
