A preliminary inquiry has been opened under Article 238 of the Criminal Code of the Russian Federation (provision of services that do not meet safety requirements). Investigators are currently working at the scene, a range of inspection measures is being carried out, and all circumstances of the incident are being established. A decision will be made based on the results of the inquiry. The Ministry of Health reported on the condition of Kirov residents who were poisoned by chlorine vapors.
