
In Russia, it has been proposed to increase maternity benefits to boost the birth rate.
Larionov proposed significantly increasing the size of maternity benefits to support families and improve the demographic situation, Izvestia wrote.
Currently, the childcare benefit for a child up to 1.5 years old amounts to 40% of the average salary, with a minimum of 9,000 rubles and a maximum of 69,000 rubles. Larionov proposes increasing the payment to 60% of income upon the birth of a second child and extending the period of entitlement to 2.5 years, and to 80% upon the birth of a third child, with payments made for three years.
According to VTsIOM, 1.22 million children were born in Russia in 2024 — 3.4% fewer than a year earlier. The figure has been declining for nine consecutive years.
Economists warn that a sharp increase in payments may require raising insurance contributions, which is difficult at present. However, they consider extending paid parental leave to be appropriate. Experts estimate that implementing the measures will cost 5–15 billion rubles in the first one and a half years and up to 30 billion rubles annually thereafter.
