
In Kirov Oblast, both new-builds and resale properties have become more expensive.
In the second quarter of 2025 housing prices rose again in the Kirov region. New buildings gained an average of 2.2%, while the secondary market rose by 3.2%. Now a square meter in a new building costs 121,585 rubles, and on the secondary market — 89,139 rubles, Kirovstat reported.
Price increases on the primary market were also recorded in most regions of the Volga Federal District (PFO). New buildings rose most in Mordovia (+3.9%) and the Samara region (+3.6%). Only apartments in Mari El and the Penza region became cheaper (−0.7%). On the secondary market the leaders in growth were Perm Krai (+6.2%) and Chuvashia (+5.5%), while in the Saratov, Ulyanovsk and Nizhny Novgorod regions the cost per square meter fell slightly.
The most expensive apartments in the PFO remain in Tatarstan: a square meter in a new building there costs 193,405 rubles, and on the secondary market — 154,802 rubles. The cheapest are in the Orenburg region (91,739 and 81,329 rubles respectively).
It should be added that in Kirov a new standard value for one square meter of housing was approved for the third quarter of 2025 — 91,479 rubles. This is 4,226 rubles more than in the second quarter. The standard is used to calculate state support for young families and in housing provision programs.
