Did the doctors at Novovyatskaya Hospital receive 500,000 rubles in bonuses?
Explain to Newsler.ru who initiated the case; the interviewee refused to specify, stating they "would not want to jeopardize the people who disclosed last year's bonus—probably around half a million rubles. According to the interviewee, the money was allegedly handed over to hospital management. At the same time, no one doubts that the deputy did not embezzle the funds but likely passed them to the chief doctor for presentation to the 'top medical figure' in the region. But it is definitely not the Ministry of Health leadership.
The department clarified that the criminal case involving the Second City Hospital is nearly half a year old and has recently gained momentum after someone 'sped up' the process, entering a 'hot phase.' It is impossible to predict how the investigation will end, as two 'political figures' are involved. One is a local 'political heavyweight' tired of playing along with a 'political upstart.'
On the scales of blind Lady Justice
According to one version from a private conversation between Newsler.ru and hospital No. 2 staff, Natalia Shulyatyeva, the chief doctor, has been experiencing significant 'nervousness' since the case was initiated. She discusses with close associates whether it is more advantageous today to tell the investigators the full truth, remaining outside the suspects' circle, or to explain the matter of 'withholding 500 thousand rubles in bonuses' from subordinates. These bonuses were issued after mandatory approval from the Ministry of Health.
The informants believe that Natalia Vasilyevna is more inclined to 'tell the truth,' having lost hope in her 'well-known benefactor' who allegedly approved her appointment as chief doctor. The chances of receiving help diminish as the investigation against Ruslan Mamedov, who once publicly dismissed the investigation because he believed the law was powerless before his 'patron,' nears completion.
Another behind-the-scenes healthcare version suggests that her career may have benefited from her spouse, who is likely on friendly terms with the 'head of the Ministry of Health.' Her predecessor, Irina Morozova, was the former chief doctor of KOGBUZ Gorbolnitsa No. 2 (from 2012 to 2021), leaving her position in October 2021 to become deputy chairman of the Seventh Convocation of the Legislative Assembly, and she remains on uneasy terms with Dmitry Alexandrovich:
'If you ask why Kuurdiumov didn't prevent Morozova's successor Elena Gertye's appointment or Natalia Shulyatyeva's appointment, it's likely because of a system of checks and balances. Morozova—as vice speaker—could have seriously damaged his political career. Did anyone think about why the entire Legislative Assembly, except Bikalyuk, remains silent about major problems in the Kirov social sector, especially in medicine? But perhaps the 'system of checks' failed somewhere,' and now no one can be sure if the chicken is teaching the eggs or the eggs decided to 'put the boss in his place.'
As the interviewee explained, of course, the investigation will clarify—or rather, is already aware of—who received the bonus funds. But there is a nuance:
'If you believe these are the first extortions in medicine, you are profoundly mistaken. Have you ever thought about how parcels are assembled for the SVO (Special Military Operation)? Schools bake pies for free, and no one goes to the pharmacy or warehouse for medicines—no one buys aspirin, bandages, or tourniquets. In my opinion, each chief doctor receives an 'assignment' to submit a certain amount of dressings, tablets, and other supplies. Well, in the past, as I understand it, the consumables were simply written off, but then they probably decided to take money instead... Isn't that much more interesting?'
Incidentally, Newsler.ru suspects that the money from the clinic staff was collected under the rallying cry—'all for the SVO.' However, it remains unclear why this process was conducted 'in secret.' Especially considering that today, employees of 'sports subdivisions,' under the patronage of the same supervisor, allegedly voluntarily donate earnings to fund the military campaign, independently determining the amount of deductions.
It’s interesting that the process of 'seizing bonuses from subordinates' is far from new but was previously attributed only to law enforcement agencies, often with indictments but 'very lenient sentences.' The average police and law enforcement management argued that the money was collected for meetings and to appease 'Moscow inspection commissions,' which, after visiting saunas, drinking alcohol, and socializing with women, 'did not notice' certain violations in the operations of departments, divisions, and units.'
