And if today one traces the process of the persistent desire of city officials to create their own municipal company for utility services at any cost: initially through the efforts of Vladimir Bykov — the "UK Lenin District" and "CKS," then through the efforts of Dmitry Osipov — the "UK Lenin District of Kirov," and finally the offspring of Vyacheslav Simakov — the "United Management Company," whose total tax debts and accounts payable to resource suppliers — "Gazprom," "T Plus," and others — significantly exceed... a billion rubles, then if their management activities were entrusted to a well-known bear, he would surely say: "It's no coincidence."
Since city authorities have never filed a report with law enforcement or investigative agencies claiming: "They’re robbing us," — to formally determine who is guilty of causing losses. Although repaying the over-billion-ruble debt to the Federal Tax Service, "Energosbyt," and "Gazprom" entirely falls on the "municipal founders" of the bankrupt management companies — "ATP," "SportTovary," "Vodokanal," and "GDSMS."
The only notable exception is Alexey Yambaryshev, appointed for the third time as head of the "municipal management company," despite a court decision in his history holding him subsidiarily liable for nearly a quarter of a billion rubles. Meanwhile, Alexey Nikolaevich does not reside in a sewer manhole but is sufficiently well-fed and dressed in civilian clothes.
A particularly piquant detail is that in Kirov, more than a hundred private management companies operate securely and prosperously, not only not contemplating bankruptcy but their employees — from locksmiths to managers — can boast of "more than" director-level salaries.
Recall that on April 16, the Arbitration Court considered AO "Energosbyt Plus"’s claim to declare LLC "United Management Company" bankrupt — with a claim amount of 3.4 million rubles. The court decision placed "UEK" into "administrative supervision," and now the issue of initiating bankruptcy proceedings is being considered, which is quite logical and does not spoil the trend of the previous three municipal "management companies" deadlines.
However, attention is drawn to the fact that "UEK’s" debts, officially formed by the end of 2023, have increased several times. According to the Federal Tax Service, in April, the debt was 4.4 million rubles, and today the arrears exceed 29 million. "Energosbyt" also hopes to be included in the creditors’ register — initially three million, now probably tripled. Additionally, servicing companies hope to recover 4.7 million, while "GZhI" would like to collect one and a half million in fines from "UEK."
Among creditors are "Gazprom," "Vodokanal," LLC "Spetproekt," and the city administration itself, which owed 4,377,864.45 rubles as of last fall for allegedly unpaid municipal premises rent. Meanwhile, Simakov is likely aware that the authorized capital of "UEK" amounts to one hundred thousand rubles.
Interestingly, employees of "UEK" claim that apart from battered tables and chairs and a couple of "not-so-old" computers, there is nothing worth taking. The only possible action is to recover the unpaid "subsidy" of 1.6 million rubles from the first director, Viktor Tarasov, which is extremely problematic since in February, the appeal court upheld Tarasov’s sentence as director of the "Fund for Capital Repairs" — nine years of a strict regime. The "working resources" — the managed residential buildings (those from which money was received) — are unlikely to constitute more than a tenth.
It can be assumed that a significant portion of the "profitable" buildings (new, multi-unit) were probably "taken" into the personal management of Alexey Yambaryshev. Possibly, he is under criminal investigation for "asset stripping." Others (buildings) simply fled from us... And secretly, I will say that "UEK" has lost its license, and it’s clear that renewal is not even being considered.
As veterans of the company explained, when, a year after "United Management" was established, debt reached 20 million, Tarasov was removed (despite a five-million monthly turnover, he did not pay creditors), Vyacheslav Simakov "personally arranged" a managerial shuffle. Then, in January 2023, they invited... Natalya Mamediyeva, known publicly as the former head of the Department of Municipal Property, "appointed" almost as the key witness in Vladimir Bykov’s criminal case (she also received a sentence, but with the statute of limitations).
At that time, Natalya Anatolyevna, who changed her last name to Rozhdestvenskaya, as the "authorized person for conducting a legal and financial audit of the organization and providing legal services under a contract for 40,000 rubles," could not be found along with a large stack of documents particularly interesting to the bankruptcy trustee, Vyacheslav Plenkina.
