      The document published on the Kremlin's website states that the informational resource is created "for the purpose of ensuring state security, maintaining public order, and improving Russia's national migration policy."

      According to the decree, the Russian Ministry of Foreign Affairs must ensure the creation of a state informational resource called "Digital Profile of a Foreign Citizen" by June 30, 2026, which will contain information about foreign nationals and stateless persons entering and leaving Russia. The document states that this information will be collected to form a complete, reliable, and up-to-date database for assessing the migration situation in Russia and for developing and implementing measures to regulate migration processes.

      As reported by Kommersant, in a pilot mode, digital profiles of foreign nationals began to be formed on June 30, 2025. Foreigners entering Russia without a visa are required to register in the ruID app at least 72 hours before crossing the border, provide a photograph, and record a voice sample; once in Russia, they must confirm their details at a multifunctional center (MFC). Completing these procedures allows the visitor to apply for a work patent and buy a SIM card from mobile operators in Russia. After confirming the account in ruID, a QR code of the foreigner will be generated.
