"Repairs as a protracted diagnosis": problem houses checked in Kirov
Special attention, apparently due to the proximity to the OPCO building, was paid to the houses at the addresses of Labor, 70 and Preobrazhenskaya, 72. Both objects were in the center of discussion due to long-term work, contractor shifts and complaints from residents.
The commission began its inspection from house No. 72 on Preobrazhenskaya Street. This house, according to the members of the commission, resembles a "rotten tooth" — repairs are underway here for the third year, and the facade is full of plaster patches interspersed with peeling paint and built-in "corners" for future slabs. Work was hampered by the change of contractors and the renegotiation of design solutions. Acting director of the capital repair fund Lavrenty Sitnikov confirmed that the contract with the first contractor was terminated, and the subsequent one turned out to be unfair. The foundation is currently waiting for the completion of court proceedings to announce a new competition.
"The roof has already been repaired and accepted by the commission. The facade was originally supposed to be plastered, but then they decided to make a ventilated facade. This required new approvals, which delayed the progress of the work. After the contractor's change, the work will continue," Sitnikov explained.
Meanwhile, people continue to live in the house. Some fear that the renovation will not be completed this year, despite the statements of officials. It is reported that not all residents make contact: some refuse to let workers in, others no longer believe in the completion of the project. The next point was house number 70 on Truda Street. The situation looks more encouraging here. In the spring of this year, comprehensive work began, the roof was insulated, leaks were eliminated, and the facade was partially restored. According to Timofey, a representative of the tenants, the new contractor is "like heaven and earth" — unlike the previous one, the current one gets in touch and meets deadlines.
"We had floods in 2022 and 2023 — the damage exceeded 470 thousand rubles. Now everything is insulated, the contractor is local and responsible. We hope that the stucco will also be restored — our house is the only one in the city with it," says Timofey.
The house was built in 1953 and has unique architectural elements. Earlier, an unscrupulous contractor dismantled part of the stucco, but after the intervention of the governor, it was decided to preserve the historical appearance.
Following the departure, the commission noted that the contractors had begun to engage in dialogue, and the situation at the facilities had moved on. However, the actual time frame for completing repairs still depends on many factors, from court proceedings to the weather.
The next visit of the commission is planned in a few weeks — to the houses along Oktyabrsky Prospekt, where the facades have been mothballed for the winter.
