As Mr. Mironov noted, the current version of the Administrative Code provides for punishment for driving under the influence of alcohol or drugs. At the same time, there is no responsibility for driving after taking a large list of medications that are not narcotic, but cause a condition similar to intoxication — drowsiness, decreased reaction and attention of the driver. Among such drugs, the parliamentarian named strong painkillers, tranquilizers, antidepressants, anticonvulsants and anti-allergic drugs, the press service of the head of the SRZP faction Sergei Mironov reported.
"The list is long, and some inadequate drivers are aware of these effects. They take a decent dose, they drive like they're high, and they don't smell like alcohol. Traffic police officers can't do anything, because even if they find such a drug in the blood of drivers, they won't get anything for it," Mironov said.
The MP noted that "the government's amendments to the Administrative Code should be adopted, and we supported the bill in the first reading." Mironov stressed that the main thing now is that motorists do not have big problems, for example, allergy sufferers. At least a quarter of the country's population suffers from allergies today. "From time to time, many people take antihistamines, and these include lethargy, drowsiness, and decreased attention. Since the draft law on the list and permissible doses does not say anything and regulatory documents have not been prepared for it, there is a risk that people may be punished even for a small amount of the drug in their blood," said Sergey Mironov.
The parliamentarian stressed that by the second reading of the bill, the government should prepare an open and accessible list of medicines for citizens and determine their maximum concentration in the blood.
