The government has submitted to the State Duma a bill on the digital ruble in the budget

      On May 22, the Russian government submitted to the State Duma a bill on amendments to the Budget Code. The document is dedicated to the introduction of the digital ruble into the country's budget system.

      The bill provides for the creation and use of a special digital ruble account, which will be opened to the Federal Treasury. It is planned to use this account to carry out government payments, including transfers and payment of budget obligations.

      In 2025, payments in digital rubles will be carried out according to a limited list of expenses, which will be approved by the government in coordination with the Central Bank. Starting in 2026, the digital ruble is planned to be used without restrictions at the federal level. Starting in 2027, it will be included in the budgets of regions, municipalities, and government agencies. It is assumed that the new mechanism will integrate the digital ruble into the treasury payment system and increase transparency and efficiency of budget operations.
