Kirov approves payment to citizens for assistance in attracting contractors

      On May 12, at a meeting of the Kirov City Duma, the head of the Kirov City Administration, Vyacheslav Simakov, presented a draft decision on the establishment of a new measure of social support — cash payments to citizens who helped attract others to conclude a contract for military service in the Armed Forces of the Russian Federation. By the way, it is proposed to pay 150 thousand rubles.

      Simakov made a presentation. So, according to the presented draft, the initiative is aimed at stimulating the participation of citizens in the search for and attracting those willing to serve under contract. Payments will be provided to adult citizens of the Russian Federation, with the exception of law enforcement officers, military personnel, representatives of state and municipal bodies, as well as employees of commissariats and selection points for contract service.

      Vyacheslav Simakov clarified that the project was prepared in response to an initiative from the city's enterprises and organizations. "Financial support for the costs of providing an additional measure of social support will be provided under contracts of gratuitous transfer for the purposes specified in the draft decision. Allocations in the budget of the municipality of Kirov will be provided after the actual receipt of funds under contracts for the gratuitous transfer of voluntary donations. Once again, I want to clarify that the initiator of this project are enterprises and organizations of the city of Kirov," the head of the administration emphasized.

      After Simakov's speech, questions began to pour in from the deputies. Thus, the head of the mayor's office, answering questions, added that any citizen of the Russian Federation, regardless of his place of residence, will be able to receive a payment. In addition, the speaker clarified that this project will run until December of this year, and now 14 enterprises are ready to contribute more than 10 million rubles to this fund.

      Simakov also stressed more than once that such a scheme is working in five more regions of Russia, and it is operating successfully, and therefore the introduction of this initiative in Kirov and the region was considered.

      Some deputies suggested paying money not to the person who recruited the person, but to the one who agreed and signed the contract, and some also worried that the innovation would be an excellent "bait" for fraud, however, as the head of Kirov, Elena Kovaleva, said: "We can have cases of abuse, fraud in any case, but in this case, a monitoring mechanism is prescribed at the city administration level in conjunction with the ministries from which information will be received, but our supervisory authorities, law enforcement agencies, will also monitor this situation."

      Some supported the project: "I will support the proposal, because, in my opinion, it creates an absolutely transparent mechanism for allocating funds... Businesses need a safety framework to ensure that the money goes in the right direction," while others wanted to make improvements.

      As a result, 23 out of 26 deputies voted in favor of adopting the regulation, one abstained, and two did not participate in the vote.
