Will the Gates of the Russian North lead to places not so remote?

The purpose of the investigation was to tell Kirov residents about the true state of affairs: about the initiators and participants of the creation of the Gates of the Russian North — a symbol, if we say for solemnity, of our openness and kindness to others, their real manufacturer and the costs of the regional budget. The costs, according to the calculations of Newsler.ru-investigation, are more than an order of magnitude higher than their actual cost.

And also to notify a possible "organized group of accomplices of gateway schematism", whose unpunished existence would most likely have been impossible without the active "participation" of the authorities. The publishing house will try not to let the local security forces "forget" the story of the Gate, by the way, who possess information and powers that could give rise to a criminal investigation to a much greater extent than the Editorial Board. With the prospect of using the materials as the basis for a case of "abuse" or "embezzlement and embezzlement" or "fraud", God willing, on a particularly large scale. Or all the articles at once, if you categorize the main and secondary participation of the likely "accomplices".

      As previously reported

Last September, official press releases literally screamed about the installation and grand opening of the Gates of the Russian North, as a significant symbol of local greatness and radial kindness for Vyatka — in the "new Kirov tourist Mecca" announced by the governor.

But by January, when the imaginary crowds of tourists, according to official reports, flooded the city by tens of thousands, the "gate architecture" had turned sour, gaping with cracks and distortions — as if folk dances had been performed around the Gates in the first year of the formation of the Khlynovsky settlement.

Readers Newsler.ru those who disagree with the silent role of "sheep staring at the new gate" almost daily recorded the degree of destruction of the art object, even slightly sympathizing with the deceived regional leadership, who entrusted the delicate work to "some entrepreneur from the Krasnodar Territory." And even without much mockery, they listened to Vyacheslav Simakov's speeches about "too warm a winter and weather anomalies harmful to the Gates."

At the same time, the editorial board received documents according to which, not just a faceless artisan from Krasnodar was engaged in the manufacture of the Gates of the Russian North, but a very real entrepreneur, Alexander Karavaev. With whom three contracts for the performance of contract work were concluded. With an indication of the warranty period of operation — one year.

According to the first agreement, signed like others by Alexey Cheptsov, director of the Autonomous Non—Profit Organization "Center of Competence in the field of Tourism and Hospitality in the Kirov Region" (he is also the head of the Autonomous Non-Profit Organization "650th Anniversary of the City of Kirov" and head of the "Center for Tourism Development"), the government allocated a "targeted subsidy" in the amount of almost four million rubles (3,989,250 rubles). The second contract was paid for with "money from donations from citizens" — 6.6 million. And the third contract implied additional financing in the amount of almost eight million rubles, but the Editorial Staff still has only the contract, but does not have the documents confirming the payment.

Although by that time Newsler.ru He had irrefutable evidence that the art object was created in Kirov. What could be involved in the deputy of the City Duma Yaroslav Shulakov, who behind the scenes among the Duma assessors threatened to "deal with the author and the Editorial Staff."

And if in March Newsler.ru He reported that a little less than 20 million rubles had been paid from the treasury for the dismantled remains of the Gates that had not been accepted by anyone (although they should be accounted for as the property of the Tourism Development Center, and if the money was not fulfilled, it was obvious that the Editors, who had not lost their sense of smell, "took trace", and the publications will continue.

And at the end of April, we received so much information that it remains to ask only the main question, hoping to be heard by the new power leadership: by whom and in what proportions the budget millions were sawn and divided.

Despite the fact that so far we have to rely only on our own strength and hope that the official response given to Deputy Mikhail Kremlev will undoubtedly be reflected in the track record of the leadership of the Pervomaisk Prosecutor's office: "No violations have been found." And the release on the complaint of the leader of the Kirov Communist Party branch Sergey Mamaev: "The check was carried out poorly," will remain not only in letters on the official letterhead of the Regional Prosecutor's Office.

      Revelations about valerian

As it turned out, it was not difficult to find the "only Krasnodar contractor" for the manufacture of Gates, since Alexander Karavaev's contacts can be found on the Internet. But Alexander Sergeyevich refused to communicate, because "he has no relations with either the Gate or the Kirov customer."

Communication with the chief accountant of IP Karavaev only added doubts and questions, although the "chief financial officer" refused to talk about the order, the millions received and the taxes paid, as ... "destroyed the primary documents." At the same time, they are well aware that the same primary documents, which are signed by the customer and the contractor, have already been provided to the investigation by the Kirov Ministry of Finance.

Deputies helped to meet with the real Kirov "gate builder", naming Konstantin Kosnyrev, who has been creating and restoring iconostases, kiosks and altars for Russian churches, including Moscow courtyards, for more than forty years.

According to Konstantin Anatolyevich, Yaroslav Shulakov, a member of the City Duma, asked him to make the Gate:

"There was no sketch. Except for a sketch, which I call handwriting. Yaroslav was in a hurry with the deadlines for completing the order, and more than the cost of the work. At that time, I bought 130 sheets of oak fused shield, paying 1.6 million rubles. The money, a 50% advance, was credited to my card, but not from Shulakov, but from some company. Then, with my own money, I bought the metal from which I welded the structure, and bought the necessary materials three more times. I was promised to pay all expenses, but they deducted for the carving, which was made by Vyatka Veroom for 200 thousand, although I offered to make it for a hundred. I also paid my taxes, so there's a million three hundred left. So it turned out that for three months without days off, I worked 14 hours a day for free. Although Yaroslav somehow let it slip that he himself received eight million rubles for the order... Never mind, we just need to eat something."

By the way, when the dismantled Gates were brought to Kosnyrev's workshop on March 1, they were restored by Shulakov's team and the grinders he hired. But when Konstantin Anatolyevich asked to pay at least the cost of electricity, he was advised to be glad that they were not working at his expense.

"You know, I'm not at all ashamed that the Gates fell apart, because I told Yaroslav that with such haste, there can be no question of quality. And he warned that such Gates would last no more than three months." As the master explained, he insisted that each oak shield should be soaked with boiling drying oil before installation, then the Gates will not crack during outdoor operation:

"Drying oil penetrates into the wood by five millimeters, allowing the shields not to react by cracking and sinking to temperature fluctuations and precipitation, and shows the wood structure as beautifully as possible. This is the old grandfather's way, when even nails are boiled in drying oil. He also insisted that a roof should be made over the Gates for long-term preservation... But Yaroslav said that the governor was in a hurry and was counting the days."

Note that Kosnyrev keeps all the documents he signed: the contract he signed after receiving the advance, and especially the Acceptance Certificate:

"A funny story came out here: they signed the Act for a long time — several times they gave me a paper where they supposedly guaranteed a five-year service life. I'm returning the papers because I know exactly how long the Gate will stand. I could not be persuaded: so many iconostases were made by my hands in churches and monasteries that I will not take upon myself the sin of haste and shortsightedness. But then I finally agreed to a year... And, probably, people's conscience woke up that they were redoing the Gates at their own expense."

By the way, Konstantin Anatolyevich believes that the new Gates will last no more than a year: "Yaroslav said that the governor requires that they be completed in 10 days. I replied that it was unrealistic —you can't do a good job in a week, especially since I'm not a magician."

As Kosnyrev explained, he saw Alexey Cheptsov once when he decided to meet with him to discuss the possibility of receiving an order directly, rather than through intermediaries. And now he realizes that "he was naive." Because today Newsler.ru It has two sets of documents for the manufacture of Gates. Some, in the "Krasnodar version", cost 18 million rubles. Others were made for 1.6 million.

Interestingly, similar documents are available in the prosecutor's office, despite the fact that the "Krasnodar part" was sent by the Ministry of Finance to an official request, and the Kirov contracts were handed over by Konstantin Kosnyrev, who clarified that he had told the investigation everything without concealment, then repeating the story for the Publisher.

By the way, given the small number of names mentioned, Newsler.ru He believes that behind Cheptsov and Shulakov, as performers and links in the food chain, there is a more significant politician who personally controls the regional treasury and the work of the Ministry of Finance.

Will the Gates of the Russian North lead to places not so remote?

Newsler.ru I have completed my own investigation into the appearance of the "great Kirov art object", but only within the framework of obtaining information as much as possible today in the regime of total silence of the truth by law enforcement agencies.
