New rules for alcohol and drug testing are waiting for drivers: what will change from September 1

      The Russian Ministry of Health has finalized a draft order on a new procedure for medical examination of drivers suspected of using alcohol or drugs. The document is published on the portal of draft regulatory legal acts and will enter into force on September 1, 2025, valid until 2031.

      Among the key changes is the tightening of the procedure for the collection and storage of biological materials. For example, when providing emergency medical care to victims of an accident or people with signs of poisoning, their tests will be stored for a week and examined if necessary. The list of prohibited substances has also been expanded to include mephedrone.

      Major changes will also affect the procedure for obtaining consent for an examination. Now drivers will have to give written voluntary informed consent. In case of refusal, a certificate is issued, and the motorist is automatically considered a violator – he faces a fine and deprivation of rights for a period of one year.

      In addition, drivers will be given no more than 60 minutes to take a urine test. If no biomaterial is provided during this time, you will have to donate blood. According to experts, this will help to avoid delaying the procedure, but at the same time it can lead to controversial situations.
