      The document also says that the territorial administrations for Pervomaisky and Leninsky districts, as well as the Kirov Civil Protection Department, need to coordinate with trade enterprises the issues of equipping approaches and bridges to shops and allocate watercraft for transporting food and drinking water from the shore to the shops. As necessary, an on-site trade in food, drinking water and basic necessities will be organized for the population located in the flood zone.
