The Chairman of the State Duma, Vyacheslav Volodin, proposed that the government adjust or cancel certain provisions of the resolution on the mandatory registration of agricultural animals. According to him, the State Duma is receiving many appeals from residents due to the implementation of these requirements.
The government resolution No. 550 dated April 5, 2023, establishes the rules for marking and accounting for animals, as well as the deadlines for their registration. The document is effective from March 1, 2024, to March 1, 2030.
The next stage is set to come into force on September 1, 2026. By this date, owners of personal subsidiary farms must register sheep, goats, camels, reindeer, as well as poultry and rabbits. As for birds and rabbits, this applies to farms with more than 10 heads. If there are fewer, these requirements will come into effect on September 1, 2029.
Volodin noted that when making such decisions, it is necessary to consider the interests of people and create conditions for the development of personal subsidiary farms. In his opinion, before introducing new requirements, they should have been discussed with rural residents, deputies, and experts.
