Large refineries in Kazakhstan have refused quotas for gasoline for Russia.
Two major oil refineries in Kazakhstan — Pavlodar and Atyrau — did not take advantage of the quotas for gasoline supplies to Russia issued by the agency for July. According to the publication "Gazeta.ru," citing four industry sources, each of these enterprises could have sent 17,500 tons of AI-92 gasoline to the neighboring country, but they abandoned these plans. Among the reasons for this decision, the agency's sources mention the risk of secondary sanctions from the European Union, as well as difficulties in making payments through Russian banks. Additionally, the sources point to Kazakhstan's own need for motor fuel. Against this backdrop, the only refinery that did manage to export was the "Kondensat" refinery with a capacity of 850,000 tons of processing per year — this is six times less than the two other enterprises. In July, it supplied 9,000 tons of gasoline to Russia. Kazakhstan continues to enforce a ban on the export of gasoline, diesel fuel, and other petroleum products by road. This measure was introduced against the backdrop of fuel problems in Russia. However, for some grades of gasoline, export by rail is permitted. Additionally, in July, the republic restricted the entry of vehicles from neighboring countries to prevent illegal fuel exports. Drivers report new queues at gas stations. The Central Bank has indicated when the situation with gasoline in Russia will become clearer. In Kirov, queues for gasoline are forming again: at "Strelka," people are waiting for an hour and a half.
