      The agency noted that the Kirov region’s FAS commission has decided to include information about LLC "PSO Ural" in the register of unscrupulous suppliers due to the unilateral refusal of the customer to fulfill the contract for the performance of work. The mentioned company was supposed to develop project and estimate documentation for the construction of a multifunctional cultural and leisure center in the urban-type settlement of Kumeny.

      In May 2023, a contract was concluded with the company, which stipulated the completion of work by the end of November 2023. However, the contractor did not fulfill the terms of the contract: the project and estimate documentation, working documentation, a positive conclusion from the state examination of the project documentation, engineering surveys, and the reliability of the estimated cost of the capital construction object were not provided by the contractor by August 6, 2026. In this regard, the customer unilaterally terminated the contract with the company.

      The contractor, having been notified of the consideration of the case materials by the Kirov FAS commission, did not provide any explanations or documents confirming the impossibility of fulfilling the contract, both within the established deadlines and beyond, including due to the emergence of force majeure circumstances.
