New rules for transporting children by buses will come into effect on September 1.
Starting September 1, updated rules for the organized transportation of children by buses will come into effect in Russia. The corresponding government decree has already been published. The new requirements will be in effect until September 1, 2032, reports RBC.
One of the main changes will be the extension of the rules to international trips. If the route begins outside of Russia and the group is traveling on one or two buses, the organizer must notify the border division of the State Traffic Inspectorate at the point of crossing the state border in advance.
The deadlines for submitting notifications have also been changed. For intercity and international trips, notification must be given no later than 48 hours before departure, while for city and suburban trips, at least one day in advance. In the event of a military or emergency situation, as well as a counter-terrorism operation, the Ministry of Internal Affairs may allow notification in free form and shorten the submission deadlines.
The document also clarifies the procedures in case of unforeseen situations. If a bus breaks down, gets into an accident, or the driver cannot continue the trip due to illness or injury, the organizer is required to replace the vehicle or driver, provide the necessary documents, and prepare a report indicating the reason and time of the replacement.
For international trips, an additional obligation is introduced: before departure, the organizer must check the availability of all documents required for children and accompanying persons to cross the border.
At the same time, the main requirements for transporting children remain unchanged. For trips lasting more than four hours, children under seven years old are still not allowed. If a group is traveling on three or more buses for more than 12 hours, the presence of a medical worker is required. For convoys of three or more buses, a request for escort from the State Traffic Inspectorate remains mandatory.
