The Migration Department of the Ministry of Internal Affairs of Russia for the Kirov Region has informed about new rules for entry and exit for citizens of the People's Republic of China. The basis for this was a document signed by the head of state on July 20, 2026, which made amendments to the presidential decree dated December 1, 2025, No. 872.
According to the department's clarification, Chinese citizens are granted the right to visa-free stay in the Russian Federation for a period not exceeding 30 days, based on the principle of reciprocity. The list of permitted purposes for the visit, as stated in the message, includes: guest and business trips, tourism, participation in scientific, cultural, socio-political, economic, and sports events. This innovation also applies to transit through the territory of the country.
Particular attention in the information from the Ministry of Internal Affairs is paid to documentation. Entry and exit are carried out without visa processing based on a regular identity document. This point, according to the official text, is the key difference of the new order from the previously existing rules.
The message emphasizes that the signed document is temporary, and the order itself has been introduced based on the principle of reciprocity between states.
