Bikaluk: The management of kindergartens and schools is massively complaining about penalties.

      At a meeting of the Legislative Assembly committee, Deputy Albert Bikaluk reported that he has received numerous complaints over the past month from heads of municipal budget institutions — kindergartens, schools, and others.

      Recall that March 1, 2026, was set as the deadline for payment of utility services — the 15th of the month following the month in which these services were provided. Previously, utility companies allowed payments to be made until the 25th.

      As a result, many organizations, including schools and kindergartens, faced the issue that funds for utility payments do not arrive on time, leading to late payments and accumulating penalties.

      Bikaluk noted that in the bills he personally saw, amounts ranged from 700 to 59,000 rubles. Moreover, it is often the management of the institutions that has to pay the penalties. He prepared an initiative proposing to exempt managers from paying penalties or at least to extend the payment deadlines for them. However, according to him, the leadership of the Legislative Assembly did not support the idea, and the government stated that they provide funds to social institutions in a timely manner and that there should be no problems.

      The Chairman of the Government, Mikhail Sandalov, acknowledged that the problem exists; however, in his opinion, it is necessary to fight not the consequences but the cause. That is, to ensure that funds are provided to institutions on time. In Kotel'nich, three streets remain without water: the water supply project is still not ready. The boilers in Slobodskoy and Kotel'nich will be converted to gas, but not soon. Kirov heating networks are 22% ready for winter, and the housing stock is 33% ready.
