Half a million for non-admission: The State Duma adopted a law on fines for management companies and homeowners' associations.
The State Duma, at a plenary session, adopted in the second and third readings a law amending the Code of Administrative Offenses of the Russian Federation. The document establishes liability for individuals managing apartment buildings for violating the rules of interaction with communication operators during the installation, operation, and dismantling of networks.
According to the amendments to Article 9.21 of the Code of Administrative Offenses, fines for officials will be up to 40,000 rubles, and for legal entities — up to 500,000 rubles. The law applies to management companies, homeowners' associations, and housing construction cooperatives.
The State Duma reminds that a law simplifying access for communication operators to apartment buildings was previously adopted. However, as noted in the explanatory note to the current document, this has proven insufficient: there are still numerous cases of restricting competition conditions in the telecommunications services market, creating discriminatory conditions for operators, and infringing on the interests of subscribers. The adopted law is intended to curb these violations.
