In Russian schools, preparations are underway for the OBZR reform. The Ministry of Education has proposed to split this subject into two independent courses — "Life Safety" and "Basic Military Training." The changes will not affect all students: the new format will be implemented starting September 1, 2026, for those who will transition to the 8th grade or be enrolled in the 10th grade by that time, reports the newspaper "Kommersant."
As explained by the head of the department, Sergey Kravtsov, the focus of the training will be on developing practical skills. Students will learn techniques that will genuinely help protect themselves in various environments — from urban areas to digital spaces. The volume has also been determined: each of the two courses is designed for 34 hours.
The first block — "Life Safety" — will focus on everyday and social risks. The program will include rules of conduct on the roads, in the forest, during mass events, as well as the basics of cybersecurity. This module is about everyday life and the ability to avoid dangers in peaceful conditions.
The second course — "Basic Military Training" — is aimed at preparing for military service. Students will become familiar with the constitutional foundations of national security, study action algorithms in emergency situations, and learn about civil defense structures. This module has a pronounced military-applied character.
