The Ministry of Digital Development is discussing new user registration rules with Russian hosting providers. According to "Kommersant," one of the options is mandatory identification of individuals through the "Gosuslugi" portal.
Currently, most companies allow registration in several ways: via email, with identity confirmation through a bank card, or using an account on "Gosuslugi." However, the regulator wants to make the last option mandatory.
According to the publication, the goal of the initiative is to ensure that each allocated IP address is linked to a specific person with a verified account. Similar requirements have already been introduced for domain owners in the .ru, .рф, and .su zones and will come into effect in September.
Opinions among industry representatives are divided. Some believe that mandatory identification will help reduce the number of phishing sites and fraudulent resources. Others fear that the new requirements will complicate service access for ordinary users and lead to a loss of some clients.
Additionally, market participants point out potential difficulties for foreign users. If mandatory authorization through "Gosuslugi" is introduced without alternative methods of identity confirmation, some foreign clients may lose the ability to use Russian hosting platforms.
According to Roskomnadzor, as of early July 2026, 584 companies are included in the register of hosting providers. So far, the Ministry of Digital Development has not officially presented the draft document, so the final parameters of the initiative may still change.
