      On the afternoon of July 10, the governor of the Kirov region, Alexander Sokolov, announced on his social media about new strict measures to combat queues at gas stations. According to him, starting today, crews from the traffic police, patrol police, and the National Guard will be on duty at gas stations, and from midnight on July 11, gasoline will be dispensed based on even and odd vehicle numbers. The post spread across social media and the media, but as soon as details began to be checked, it turned out that there might be no one to carry out the order.

      In response to a question from "Newsler.ru," the State Traffic Inspectorate initially stated that the posts only referred to patrol police officers, not traffic police. When it was pointed out that the governor's social media channels clearly listed traffic police, patrol police, and the National Guard, the traffic police responded that they had checked the information with the government, which only mentioned patrol police. However, after further clarification, the agency provided a final answer: "The information is being clarified. The management has not yet communicated these new changes to us. We cannot explain anything for now."

      Thus, within one day, the same governor's order exists in at least two versions: one in personal channels and another on the government website. Meanwhile, the traffic police, which is supposed to be one of the main executors, admits that it has not received any new orders.

      The idea of strengthening police and National Guard presence at gas stations seems logical: queues at gas stations in Kirov have been standing for hours for several days, people are getting anxious, and conflicts are arising. The governor emphasized in his post that the new measures are necessary "to ensure order and the safety of people and gas station employees."

      But why was it necessary to involve traffic police specifically when there are patrol police and the National Guard? The question is rhetorical. However, the discrepancies themselves cast doubt on the other promises. For example, starting at 00:00 on July 11, gasoline will be dispensed based on vehicle numbers: even numbers — those starting with 0, 2, 4, 6, 8, and odd numbers — 1, 3, 5, 7, 9. Employees at gas stations (2-3 people per station) and, ideally, those very crews should monitor this at all gas stations in the region. But who exactly will ensure compliance is a big question.

      The governor's post contains other details as well. According to his monitoring, about half of the vehicles refill their tanks with 7 to 15 liters, while some drivers fill up 30 liters multiple times at one pump, violating the limits set by the operational headquarters. The excitement created, according to Sokolov, has led to gasoline consumption in the region rising to 500 tons per day compared to 380 tons last year. At the same time, the governor assures that there are enough fuel reserves, deliveries from "Lukoil-Uralnefteprodukt" have increased from 300 to 400 tons daily, and the "Dvizhenie" gas station network has started shipments from "Tatneft." There is enough fuel if it is not hoarded in advance.

      "The reason is the excitement we created": people disagree

      In his post, the governor blamed drivers for creating excitement and even urged them "not to repeat the buckwheat syndrome." But in the comments under his post, residents of Kirov categorically disagree.

      "What nonsense, excitement is a consequence, not a cause!" people write.

      "Overall, the governor and his team deserve a '1' rating, and even that is generous! Did the governor really not know about the problems with refineries across the country? If he didn't know, that's incompetence, and if he did know and did nothing, then the President of Russia should be making organizational conclusions."

      Many are outraged by the ban on refueling cans. Drivers point out that in the private sector and in villages, gasoline is needed not only for cars but also for chainsaws, brush cutters, trimmers, and other equipment.

      And some directly point to a systemic problem: "Mr. Sokolov, do not try to blame people for creating excitement. And this is no longer excitement; it is already a system."

      What is the outcome?

      While residents of Kirov wonder if they will be able to refuel according to their numbers and who will monitor order in the queues, the State Traffic Inspectorate officially acknowledged that it does not have information about the new measures. This means that traffic police may not appear at gas stations in the near future — simply because no one has given the order. Meanwhile, people continue to stand in queues, sleep in their cars, and ask questions that currently have no answers.
