Putin signed a law on fines for violating authorization rules.
Russian President Vladimir Putin has signed a law that introduces administrative responsibility for violating the rules of recommendation technologies. This concerns services where users are automatically offered content, goods, or videos based on their interests. This was reported by "RIA Novosti."
Now, website, application, and information system owners are required to inform users that they are using such algorithms, as well as publish the rules of their operation. Failure to do so may result in fines for citizens ranging from 10,000 to 20,000 rubles, for officials from 30,000 to 50,000 rubles, and for companies from 500,000 to 700,000 rubles. In the case of repeated violations, the amounts will increase.
Additionally, the law establishes the obligation to authenticate users in cases where access to information is granted only after logging into the system. This can be authentication via phone number, account, or government services. Similar fines are provided for refusal to comply with these requirements.
A separate block of changes concerns telecommunications operators. If they fail to meet the requirements for installing equipment for operational investigative activities or disclose the tactics of their conduct, fines for legal entities will range from 3 to 5 million rubles. In some cases, the minimum fine has been increased to 10 million rubles.
The authors of the initiative note that the new measures are aimed not at ordinary users but at owners of internet resources who ignore existing rules. According to lawmakers, this will help strengthen control over the digital environment and reduce the dependence of the Russian internet on foreign solutions.
