In the Slobodsky district, issues of capital repairs were discussed with the participation of the prosecutor.

      On June 25, an off-site interdepartmental meeting was held in the Slobodsky District, chaired by the Prosecutor of the Kirov Region, Yuri Ryvaev. The meeting was attended by the chairman of the regional government, heads of the state housing inspection, the ministry overseeing the housing and utilities sector, the regional capital repair operator, representatives from the Ministry of Internal Affairs and the Federal Bailiff Service, heads of municipal entities, as well as the Slobodsky interdistrict prosecutor and staff from the regional prosecutor's office.

      The main report was delivered to those present by Evgeny Shilyaev, head of the department for supervision of federal legislation enforcement at the Kirov Region prosecutor's office. He provided specific facts of violations identified by the supervisory authority during the implementation of the program activities in the Slobodsky District and in the city of Slobodskoy.

      In his remarks following the report, Yuri Ryvaev drew the participants' attention to the fact that certain types of violations in the area of capital repairs of common property in apartment buildings are not isolated but rather persistent and recurring. To rectify the situation, he stated that it is necessary to update the regional program itself, strengthen municipal housing control, organize systematic technical monitoring of the housing stock in preparation for the heating season, and establish a more effective exchange of information among all interested agencies. Additionally, the prosecutor emphasized the need for a thorough analysis of citizens' appeals received by supervisory and regulatory authorities.

      Particular attention at the meeting was given to the issues of responsibility of the regional capital repair fund. As noted, on June 18, 2026, at the initiative of the Kirov Region prosecutor's office, amendments were made to the regional law "On the Fund for Capital Repairs of Common Property in Apartment Buildings in the Kirov Region." According to these amendments, additional functions were assigned to the regional operator for monitoring the fulfillment of warranty obligations by contracting organizations, as well as ensuring proper compliance with contractual conditions by contractors. The aim of these innovations is to preserve the housing stock and improve the level of service for the buildings.

      At the end of the meeting, the participants formulated specific proposals aimed at ensuring legality in the discussed area and protecting the rights of residents of the Kirov Region. The implementation of these measures is expected to improve the quality of capital repairs and enhance living conditions for citizens in the region.
