The changes are related to the adjustment of regional legislation, which has expanded the list of citizens entitled to social support measures. According to the draft resolution, the right to free public transport in Kirov is proposed to be granted to children of participants in the Special Military Operation (SMO) who have reached the age of 18 and graduated from school before September 1 of the graduation year. Additionally, children of participants in the special operation aged 18 to 23 will also be eligible for the benefit if they are studying full-time in schools, colleges, or universities in the Kirov region, as well as in military educational organizations located outside the region. Furthermore, citizens who are officially recognized as actual guardians of participants in the SMO will be able to take advantage of this additional support measure. This refers to individuals who have raised and supported servicemen for at least five years before they reached adulthood. The benefit is planned to be provided through the transport card of a family member of the SMO participant or based on the relevant certificate. To implement the initiative, an additional 35 million rubles will need to be allocated from the city budget in 2026. The project has already received positive conclusions from the Audit Chamber and the prosecutor's office. The commission supported the initiative and recommended that it be submitted for consideration by the Kirov City Duma.
