A 12-year-old thief from Nolina has been sent to a special institution for 30 days.
The Prosecutor's Office of the Kirov Region conducted an inspection of the effectiveness of the work of the prevention authorities regarding minors who are registered. During the inspection, the case of a 12-year-old resident of Nolina was studied. In January of this year, the teenager, while visiting a friend of his mother, stole a mobile phone worth 12,000 rubles, as well as a bank card. Through the contactless payment system, he purchased goods in a store, causing a total damage of more than 30,000 rubles. Police officers filed an administrative lawsuit with the court to place the minor in the Temporary Detention Center of the Ministry of Internal Affairs of Russia for the Kirov Region. In the court hearing, the representative of the Nolina District Prosecutor's Office supported this request. However, the first-instance court denied the claim, considering the previously taken preventive measures sufficient. The prosecutor of the Nolina District appealed this decision to the Kirov Regional Court. In the appeal, he stated that the child's parents, due to their high work commitments, cannot adequately control his behavior. Furthermore, during the summer period, the teenager remains unsupervised, and the individual preventive work by the teaching staff at his school, according to the inspection data, has not been completed. The regional court considered the prosecutor's arguments, overturned the district court's decision, and issued a new ruling to place the minor in the Temporary Detention Center for 30 days. The ruling has come into legal force. The regional prosecutor's office clarified that since the beginning of this year, with the participation of representatives of the agency in court hearings on similar cases, 30 decisions have been made to send juvenile offenders to the Temporary Detention Center of the Ministry of Internal Affairs of Russia for the Kirov Region. The work of the prosecutor's office in coordinating the activities of the prevention system for neglect and juvenile offenses continues.
