The deputy heads of the government were approved illegally.

      At the meeting of the Legislative Assembly committee, the deputies reviewed a draft law amending laws No. 10-ZO "On the Government and Other Executive Bodies of the Kirov Region" and No. 107-ZO "On the Governor of the Kirov Region." It was proposed to adopt it in two readings. The document states that the Legislative Assembly, in connection with the amendments made to the Statute of the region, is granted the right to approve the candidates for the first deputy chairpersons and deputy chairpersons of the government and to express distrust towards them. Deputy Albert Bikaluk reminded that just recently the Legislative Assembly approved the appointment of two deputy chairpersons of the government. "Is this illegal for us?" he asked. The speaker, Vyacheslav Neroznak, head of the government department for civil service and personnel issues, replied: "According to the Statute, it is legal, but according to 10-ZO and 107-ZO, it is not." Bikaluk was outraged: "What were you thinking? The legal service should work and make all these changes before the appointment." He was told that they would not have had time to do this before the appointment of the deputy chairpersons. Moreover, the Statute is considered to be above the laws, so essentially nothing terrible happened. After another outburst from the deputy, the speaker promised: "We will fix it.
