At the plenary session, the deputies adopted amendments to the Administrative Offenses Code of the Russian Federation in the second and third readings. A new article 13.56 is introduced, which provides for penalties for the failure of the owner of an information resource to comply with the legal requirements for the use of recommendation technologies. This includes the use of algorithms on websites and digital platforms without appropriately informing users. The fines will be: from 10 to 20 thousand rubles for individuals, from 30 to 50 thousand rubles for officials, and from 500 to 700 thousand rubles for legal entities. In the case of repeated violations, the maximum fines can reach 1.4 million rubles. Additionally, the law introduces administrative liability for telecommunications operators for violating the requirements for interaction with authorities conducting operational investigative activities or ensuring the security of Russia when installing SORM.
