The school project in Kotel'nich passed state examination 25 days ahead of schedule.

      Today, June 5, the school project in Kotel'nich received a positive conclusion from the examination of the technical part of the project documentation for the construction of a general education school for 461 students, the regional Ministry of Construction reported.

      The entire complex technical verification of the project documentation was completed 25 days ahead of schedule.

      This event effectively closes the first stage of the contractor LLC "Rost" execution of the contract. Recall that the work under the contract is divided into stages, and the first of them was calculated from the moment the contract was signed until July 1, 2026. The early passing of the state examination allowed for a transition to the second stage with a good time buffer.

      The second stage of the contract execution includes, in particular, obtaining a construction permit. It is at this stage that the contractor legally formalizes the right to begin the construction of the facility. Thus, dividing the work into stages allows for a systematic approach, without haste, but ahead of the original schedules to solve each task — from the technical examination of the project to obtaining all the necessary permits and the actual construction.

      As noted by the contractor's representative Vadim Fedotov, due to the late formation of the land plot, its transfer to the contractor was delayed by six months.

      "Nevertheless, despite this circumstance, our team was able to receive a positive conclusion from the examination of the project documentation ahead of schedule. In addition, we have experience participating as a subcontracting organization on similar projects (school complexes), and we were able to take into account all the nuances we encountered with previous developers. This allowed us to optimize the design solutions, which led to the following results: firstly, the early receipt of a positive conclusion from the examination of the project documentation (PD), which is a significant achievement considering the delay in the transfer of the plot; secondly, the implementation of optimal technical solutions that not only accelerated the examination process but will also significantly ease and speed up the construction and installation work in the future," said Vadim Andreevich.

      Recall that in mid-April 2026, "Rost" received a positive conclusion from the state examination regarding engineering surveys.

      The school in Kotel'nich will consist of two blocks with different numbers of floors: an educational building and a physical education and health complex with a six-lane swimming pool. The school grounds will include a stadium with running tracks and a mini-football field, as well as five courts for basketball and volleyball.

      It should be noted that with the previous contractor — the company "Assa," the contract for the construction of the new school in Kotel'nich was signed at the end of March 2023. According to the terms of the contract, TD "Assa" was supposed to hand over the school by the end of 2024; however, this did not happen: instead of an educational institution, there appeared a "school of ichthyosaurs." In January 2025, the authorities terminated the contract with the company. However, the Moscow company, which missed all construction deadlines under the state order, not only in Kotel'nich but also in Nolina, decided not to leave empty-handed and to contest the termination decisions.
