The Prosecutor's Office of the Kirov Region is preparing for the summer of 2026 with an eye on the past season — it showed that illegal children's recreation remains a systemic problem. During the previous health campaign, the supervisory agency conducted more than 30 inspection activities. The result: attempts to organize children's leisure in violation of the law were identified in over 20 unauthorized camps. In most cases, precautionary measures and prosecutorial responses were effective — illegal activities were curtailed at an early stage. However, not all violators stopped in time. Administrative cases have been initiated against four organizers of children's recreation under Article 14.65 of the Administrative Offenses Code of the Russian Federation — this is a special article for violations of legislation in the field of organizing recreation and health improvement for children. The most illustrative case involved an individual entrepreneur who attempted to launch a camp in July 2025 in the territory of the Soviet District. The problem was that this camp was not listed in the register of organizations for children's recreation and health improvement in the Kirov Region. The administrative material submitted by the prosecutor's office was reviewed by the court, which imposed a fine of 250,000 rubles. In 2026, control will be strengthened. Territorial prosecutors, guided by the directive of the head of the agency, Yuri Ryvaev, will continue ongoing systematic monitoring. Special attention will be paid to compliance with fire safety legislation, sanitary and epidemiological well-being, as well as the rules for transporting children to summer camps. Operational information exchange has been established with supervisory authorities and relevant ministries. Citizens who become aware of violations in the organization of children's summer recreation can report them through the official online reception of the Kirov Region Prosecutor's Office. Supervisory activities to protect the rights of minors, the agency assured, are ongoing.
