A decree on unified support measures for participants of the SVO has been published in all regions.

      The official legal information portal has published the Decree of the President of the Russian Federation No. 327 dated May 15, 2026. The document establishes a list of unified basic support measures for participants in the special military operation and other categories of citizens in the subjects of the Russian Federation.

      Who the decree concerns

      Support measures are provided for four categories of individuals:

      participants and those assisting in the execution of tasks during the special military operation;

      individuals who repelled armed invasion on the territory of the Russian Federation, as well as those who acted during armed provocations at the state border and adjacent territories;

      individuals who participated in combat actions as part of the Armed Forces of the DPR, the People's Militia of the LPR, military formations, and authorities of the DPR and LPR since May 11, 2014;

      family members of the listed individuals, including those who died, succumbed to injuries, went missing, and were declared missing.

      Who is recognized as family members

      The decree provides a closed list: spouse, children under 18 years old (including those born after the father's death with established paternity), children over 18 years old who became disabled before reaching adulthood, children under 23 years old studying full-time, cohabiting parents, as well as dependents.

      List of support measures

      The highest officials of the subjects of the Russian Federation are recommended to establish the following measures:

      benefits when visiting regional and municipal cultural and sports institutions, as well as exhibitions and events;

      a subsidy of at least 100,000 rubles, but not exceeding actual costs for one household for the purchase of gas equipment and connection to gas distribution networks (for those living in gasified settlements);

      assistance in priority employment, vocational training, obtaining additional vocational education, and starting entrepreneurial activities for individuals dismissed from service or completing contracts, as well as for unemployed family members;

      priority provision of state social assistance, including on the basis of a social contract;

      additional guarantees of free legal assistance;

      priority provision of medical assistance and sanatorium-resort treatment;

      free psychological and psychological-psychotherapeutic assistance;

      priority enrollment of children from family members in schools and kindergartens, including extended day groups;

      compensation or full exemption from parental fees for kindergarten and extended day programs;

      free attendance of additional general education programs for children;

      provision of free meals (or payment for meals) for children in schools, as well as for students of vocational schools in full-time education;

      priority provision of social services at home, in semi-stationary and stationary forms for individuals recognized as in need of social services;

      provision of subsidized vouchers to children's health organizations.

      Duration of action

      Support measures are recommended to be provided for a period of at least until the end of the year following the year of completion of the special military operation.

      Indefinitely, the measures are received by:

      individuals recognized as disabled due to injury, trauma, concussion, or illness sustained while participating in the special military operation, repelling invasion, or during combat actions;

      their family members;

      family members of those who died among participants of the special military operation and those equated to them.

      Instructions to the regions

      The highest officials of the subjects of the Russian Federation are obliged to:

      ensure the provision of measures regardless of the date and place of contract conclusion;

      determine the procedure for accounting support measures;

      determine the procedure for informing citizens about the measures due (including through state information systems);

      assist in the development of special programs and discounts in cooperation with trade organizations (including through the issuance of special cards);

      conduct information campaigns jointly with NGOs to foster a respectful attitude towards the specified individuals;

      provide assistance to public organizations whose activities are aimed at supporting these individuals and glorifying their feats.

      The decree came into force on the day of signing — May 15, 2026.

The president signed a document establishing a list of benefits for military personnel, volunteers, and their families. Regions are recommended to implement these measures for at least until the end of the year following the completion of the special operation, and for combat veterans with disabilities — indefinitely.
