Every tenth resident of the Kirov region does not go online.
The Federal State Statistics Service annually monitors how information technology penetrates everyday life. Fresh data from the Kirov region shows that despite the growth of accessible internet, a significant portion of the population remains offline by their own choice.
Over the past five years, the share of families with internet access has increased from 76% to 87%. However, one in ten residents (11%) still does not go online — and the main reason is simple: lack of interest and necessity. By the way, in recent years, the number of such people has halved.
A separate group consists of the most cautious. 1.4% of respondents cited security and privacy concerns as the reason for their refusal. They believe that not appearing online is a reliable way to protect themselves from fraudsters.
By the way, most people do not have technical problems with access. The most common gadget for going online is a smartphone or regular mobile phone. They are used by 86% of families. The vast majority of users (98%) are online at home, and 81% are also online during walks or trips.
For those who do go online, the internet has firmly replaced shopping trips. In 2025, 83% of residents in the region (among users) actively purchased goods and services online — in 2020, only 53% did so. The most frequently ordered services include communication services, financial services, food delivery, hotel bookings, and event tickets.
Kirov families are also gradually getting to grips with "smart home" technologies. A smart speaker has been acquired by 21% of respondents. Other smart devices — from robot vacuum cleaners and gas sensors to smart locks and air conditioners — are used by 17%.
The conclusion is this: digitalization in the region is generally approved. 88% of respondents (survey among residents aged 15 and older) stated that information technology positively affects their lives. The others, apparently, simply prefer to live the old-fashioned way.
