The Kirov region lagged behind the leaders in electricity accessibility by 4.7 times.
Experts from "RIA Novosti" assessed the availability of electricity for the population in Russian regions. The calculation method involves dividing the average monthly salary after personal income tax by the regional electricity tariff. The resulting figure shows how many kilowatt-hours a resident of the region can purchase with one salary.
According to the published data, the leader of the ranking is the Irkutsk region with an indicator of 45,997 kWh. This result was achieved thanks to the lowest tariff in the Russian Federation — 1.8 rubles per kWh.
The Kirov region demonstrates significantly more modest figures. With a tariff of 6.01 rubles per kWh, which is above the national average (5.95 rubles), the available amount of electricity on the average monthly net salary is 9,722 kWh. Thus, the gap with the leading region reaches 4.7 times.
From December 2025 to March 2026, the cost of electricity in the Kirov region increased by 1.5%, while the average increase across Russia was 1.8%.
For comparison: in the region at the bottom of the ranking, the Republic of Kalmykia, the available figure does not exceed 6,435 kWh.
Experts predict an indexing of electricity tariffs starting from October 1, 2026, by approximately 11%. If the growth of salaries in the Kirov region does not compensate for the increase in tariffs, the availability of electricity for residents of the region may decrease.
