Since the beginning of 2026, complaints about financial services have increased.
In total, from January to March, the regulator received 102.1 thousand complaints — 8.1% more than the previous year. However, the increase was mainly due to appeals not related to the competence of the Central Bank. Complaints for which the regulator is responsible decreased by 0.3%.
Complaints against credit organizations decreased. The number of complaints about mortgages decreased by a third, by 40.9% regarding cyber fraud, and by 43.3% in cases where people voluntarily gave money or data under pressure from fraudsters. At the same time, the number of complaints about refusals to conduct operations and the suspension of remote banking services increased (+45.2% compared to the first quarter of 2025), but compared to the fourth quarter of 2025, they decreased by 12%.
Complaints against insurance companies decreased by almost a quarter, including life insurance — by 41.5% (most often, people disagree with the amount of investment income or the timing of payments).
On the other hand, complaints against microfinance organizations increased by more than 47%. They mainly concern the return of money for additional services and problems with debt management. Borrowers complain that organizations do not provide documents for verifying charges and repayments.
The Central Bank associates this with the activity of so-called debt relief companies — unscrupulous firms that promise to write off debts, but after payment, they disappear or provide template documents. "The situation for borrowers after such 'help' often only worsens," noted Mikhail Mamuta, head of the Consumer Rights Protection and Financial Services Accessibility Service.
In the segment of non-state pension funds, the number of complaints regarding disagreement with the transition from the Social Fund to the NPF decreased by 44.4%, and complaints about mutual investment funds decreased by almost half.
