In Russia, there are plans to conduct an experiment with the hiring of migrants.

      The bill has been published on the portal of draft regulatory legal acts. The experiment is planned to be conducted from January 1, 2027, to December 31, 2030. It involves amendments to the Labor, Tax, and Budget Codes, as well as to certain legislative acts. A registry model is proposed for the targeted recruitment of foreigners. Employers and foreign workers will be included in special registries, which confirms their right to participate in organized recruitment. The creation of migration hubs for the initial temporary stay of migrants is planned, where they will undergo medical examinations and mandatory genomic registration. These procedures must be carried out in state medical institutions according to a list approved by the government of the Russian Federation. Only fixed-term employment contracts will be concluded with foreigners recruited under the experiment. State duties are also introduced for inclusion in the registries, making changes, and issuing identification cards with electronic carriers. Citizens of EAEU countries are exempt from paying the fee for inclusion in the workers' registry. All personal income tax from the labor activities of foreigners within the framework of the experiment will be fully allocated to the budgets of the subjects of the Russian Federation.
