The prosecutor's office reported mass violations in the provision of public services in the Kirov region.
The meeting was chaired by the regional prosecutor Yuri Ryvaev. It was attended by representatives of the regional government, the Kirov administration, municipalities, and specialized institutions.
As noted, the services that residents of the region receive daily—from healthcare and education to housing and utilities and transportation—directly affect the quality of life. However, inspections have shown that there are still many problems in this area.
In particular, prosecutors have recorded:
- non-compliance with service delivery deadlines
- discrepancies between administrative regulations and federal legislation
- limitations on the accessibility of services
- cases where citizens are asked for unnecessary documents.
Additionally, violations were identified in the formation of the federal register of municipal regulatory acts—documents were sent late or not sent at all in several districts.
Special attention was given to the accessibility of services for people with disabilities. In some cases, citizens were unable to access institutions in person.
According to the prosecutor's office, the measures taken have restored the rights of more than 270 residents of the region.
It was also noted that the most in-demand services remain in the area of social support (for example, subsidies for housing and utilities payments) and vehicle registration. Among municipal services—enrollment in kindergartens, additional education, and land and property issues.
As a result of the meeting, measures were developed to strengthen control and eliminate violations.
