The Ministry of Digital Development is discussing fees for VPN traffic: what could change for users.
According to "Kommersant," the Ministry of Digital Development of Russia is considering the possibility of introducing a separate fee for the use of international internet traffic that passes through mobile networks, including when using VPN services. This is stated in the response of the ministry to the appeal of the Association of Communication Companies.
The document notes that the specific parameters of the possible tariff system are currently under development. At the same time, discussions are being held jointly with other authorized structures.
The Ministry of Digital Development also stated that they continue to work on measures aimed at limiting the use of VPN services that, in the opinion of regulators, do not comply with the requirements of Russian legislation.
It was previously reported that the ministry proposed that telecom operators consider the option of introducing a fee for using a large volume of international traffic — more than 15 GB per month in mobile networks.
Measures for control on digital platforms are also being discussed separately. According to media reports, services and social networks may be required to identify users who access through VPN, although it is acknowledged that it is technically difficult to accurately determine such connections.
The initiatives are still in the discussion stage, and no final decisions have been made.
