Beresnev proposed to introduce criminal liability for illegal alcohol.
On April 26-27, the Chairman of the Legislative Assembly of the Kirov Region, Roman Beresnev, participates in the events of the Council of Legislators of the Russian Federation at the Tauride Palace. The Council brings together the leadership of the Federation Council and the State Duma with the chairpersons of regional parliaments. The event is timed to the 120th anniversary of Russian parliamentarism.
Beresnev works in the commission on economic and industrial policy and shared the experience of the Kirov Region in anti-alcohol policy. He reported that it is still not possible to completely eradicate illegal trade and proposed several measures that require federal regulation:
to legally establish definitions for "restaurant," "bar," "cafe," and "buffet" with clear criteria for each type (currently, unscrupulous owners exploit the absence of these concepts to circumvent restrictions for "pouring establishments");
alongside fines, to apply administrative suspension of activities for up to three months;
to strengthen liability for sellers (currently, the fine for individuals is small, and owners hide behind their employees);
to establish criminal liability for illegal production and sale of alcohol as a crime against public health.
The proposals were supported by the chairpersons of legislative bodies from other regions. They are planned to be sent to the relevant committees of the Federation Council and the State Duma.
