The Legislative Assembly adopted a law on the employment quota for participants of the Special Military Operation.
Today, April 24, the draft law "On establishing a quota for the employment of participants in the special military operation in the Kirov region" was considered at the meeting of the Legislative Assembly. It was proposed to be adopted in two readings.
The draft law obliges employers with more than 100 employees to hire participants of the special military operation in the amount of 1% of the average number of employees. Employees engaged in harmful and dangerous industries, as well as employees working in branches of Kirov companies outside the region, will not be counted in this number. The employment contract can be concluded directly with the employer or with another organization (entrepreneur) that has entered into an employment agreement with the employer for the participant of the special military operation.
Deputy Albert Bikaluk asked why a quota was established for businesses but not for government authorities and local self-government. "We burden businesses, but the authorities do not want to do this," he exclaimed. The Chairman of the Legislative Assembly, Roman Beresnev, replied that this was not specified in the law. And that Bikaluk could have proposed an amendment to the law if it was important to him.
Deputy Tatyana Yerdyakova expressed the opinion that making amendments was pointless: "What's the point of wasting time on amendments if later the majority will abstain from this story?" (Let us remind you that at the committee meeting, the amendments proposed by deputies Yerdyakova and Platunova did not pass). Yerdyakova added that it is necessary to help the fighters, but this particular measure, in her opinion, could harm businesses.
During the voting, 38 deputies voted in favor. No one voted against, and there were also no abstentions.
