      When forming the ranking, a whole range of indicators was assessed: consumer activity of the population, availability of real estate, state of healthcare, ecology, quality of school and university education, culture, and opportunities for personal growth. The methodology also included assessments of road infrastructure, utility services, city management, landscaping, level of social tension, and deviant behavior.

      The expert noted that quality of life rankings mainly reflect the existing reality rather than create it. Internal migration in Russia occurs not so much due to the publication of rankings, but due to objective factors — differences in income, infrastructure, and climate.

      According to the expert, about 43% of Russians cite improving the quality of life as the main reason for moving, however, their preferences do not always align with the top positions in the rankings. For example, cities like Kaliningrad and Yaroslavl may be more in demand than formal leaders, including Moscow. The expert emphasized that rankings serve more as an indicator than a driver of migration.

      "If we compare the Russian methodology with foreign counterparts, the main difference lies in the emphasis. International rankings, such as the Global Liveability Index (EIU) or Mercer’s study, are based on dozens of objective parameters: stability, quality of healthcare, condition of roads, accessibility of education, crime. The Russian ranking from the Financial University largely relies on subjective assessments from the residents themselves — their satisfaction with ecology, utility services, and material conditions. This leads to cities with a calmer, more ecological, and humanly comfortable environment, such as Grozny or Vladikavkaz, receiving high scores even if their economy and infrastructure lag behind megacities," the expert added.

      Russian rankings are more dynamic

      The expert also pointed out that foreign rankings often differ in greater conservatism and predictability — the top positions are held for years by Vienna, Calgary, and Zurich — while Russian rankings can show sharp changes. At the same time, he noted a common feature: the desire to measure not only income levels but also safety, housing availability, and ecological conditions. According to the expert, such studies are useful for authorities as a tool for identifying growth areas, but for an individual, personal circumstances remain the determining factors, rather than abstract positions in the ranking, reports the portal karelinform.ru.

      Analysis of migration data for 2025 shows that the main points of attraction for internal migrants remain the capital agglomeration, St. Petersburg, and the North Caucasus region. Meanwhile, the largest cities in the country continue to grow due to the concentration of employment, educational resources, and modern services. Among the sectors where workers are most willing to change their place of residence, construction leads — 13.2% of those employed in the sector moved to another region. Next are the mining industry (8.7%), public administration (6.8%), and the transport complex (5.9%).
